Generation of public value in regional governments through the application of a management model

This book addresses in detail the aspects that are involved in management, especially in the management of change in the public sphere and its relationship with the satisfaction or not that it provokes in citizens. For this reason, the theoretical and conceptual bases are divided into three chapters, in order to complement the following chapter, which is the practical one. The final chapter presents in an abbreviated manner the problems that must be considered for future research.
The first chapter expands on the general notions of public management, for which each element involved in the management process was explained in particular, since the action of managing is present in every entity, whether public or private. Furthermore, due to the development of society, the modernization and innovation of management in the public sectors is discussed, so different models of management innovation are presented according to the government's approach.
The second chapter presents the theoretical and conceptual framework of change management and how it is applied in organizations or institutions, its most important characteristics, in order to define the relevance and primacy of this model in the current era, the factors that promote it and the that mitigate organizational transformations. A typological classification of the changes that occur in organizations and the positive results generated by this model is also presented.
The third and last theoretical chapter specifically addresses the concepts provided by various authors on what public value is, which in general aspects is the classification established by the citizen in relation to the services provided by the Government, its nature is also exposed. relationship with governance, which is a government model open to cooperation and, finally, the importance of generating positive public value in the social sphere is pointed out.
In the fourth chapter, citizen satisfaction with respect to the management of a regional government is statistically presented, in order to evaluate the change management variables and public value with the objective of proposing a change management model to generate positive value. from the public, then the model proposal and its own objectives for future application are presented.
To conclude, the last chapter exposes the needs to implement a change management model due to the constant change of society, since with this public value is generated, which is a tool to evaluate the performance of the State.
